We have for some years used User Profile Central (UPC) from Ehlertech to transfer users from old PCs to their new one.

Not only stray documents outside OneDrive but also user preferences, shortcuts, browser favorites from Chrome, Edge and Firefox etc.

Since MS released the new edition of Windows backup we have looked into using it in a similar way but it really doesn't do much of what we need?

Files outside the users profile isn't found and no option for Windows backup to search, no shortcuts, no App settings (eeg. IMAP mail accounts), Firefox, Chrome (not even Edge) favorites does not transfer over. Actually it seems only settings for Microsoft "Modern UI Apps is transferred.

Is this really what to expect from Microsoft Backup?

MS withdrew the 'user profile' transfer wizard some time ago as it caused numerous problems

Win backup has no impact on win settings, only data.

If using o365 with default settings there will be no data o/s OneDrive on the PC

You can with a paid for Imaging tool image to a new device that has new/different HW

No tool wil work with IMAP mail accounts, fully.

We've used UPC for user profile migrations, for many years now.
I'd definitely say that USMTGUI and User Profile Central (UPC) from Ehlertech is currently the most comprehensive User profile handling tools out there.
UPCs advantage over USMTGUI is that UPC handles domain profiles remotely over LAN.
USMTGUI on the other hand is capable of migrating to AAD accounts.
