Offline WSL distribution installation fail with Access Denied

Hello,

I did not find any WSL tag...

I am using a VDI that is not connected to the internet (or too much restricted). I don't have access to the store. I've installed the WSL using https://learn.microsoft.com/en-us/windows/wsl/install-manual documentation.

Finally, I start my linux distro install process through its executable (C:/Program Files/WindowsApps/[distro..]/Ubuntu.exe). to setup Linux but I got an access denied (powershell / cmd). More over a Error is triggered in Event Viewer (0x800705B4 Cannot create the procecss for package xxx because an error was encountered while preparing for activation [GetPackageToken].

Does anyone have an idea, why I am getting this kind of errors ? I am administrator of my Windows.

Version of kernel (WSL): 5.10.16
