In keyboard layout how to stop @ being typed only by ". Very confusing for a new computer.

I purchased a Microsoft Surface computer today. The crazy thing is I can only type @ by typing ".

( And visa versa.) There is an obvious keyboard layout problem that I cannot fix. Is there a simple easy to follow procedure for finding a correct keyboard layout? I've looked in language preferences etc to no avail.

THIS SHOULD NOT HAPPEN ON A NEW COMPUTER!

    It's just wrong keyboard layout. Easy to change. Just follow the instructions on this page: https://support.microsoft.com/en-us/windows/manage-the-language-and-keyboard-input-layout-settings-in-windows-12a10cb4-8626-9b77-0ccb-5013e0c7c7a2
