The error you're encountering is due to insufficient available cores in your azure subscription for the target region. As part of the test failover / failover process, Azure attempts to provision a new virtual machine in the target region. However, the current core quota for your subscription in that region is not sufficient to complete this operation, which is why the error is occurring.
To resolve this issue, you’ll need to request a core quota increase for the target region. Please follow the steps below:
- Navigate to the Azure Portal and go to your Lab Plan. or you can use this link as well.
- Select Request core limit increase.
- On the New support request page, provide the following details:
- Issue type: Service and subscription limits (quotas)
- Subscription: Choose the relevant subscription
- Fill in any additional required information and submit the request.
- Subscription: Choose the relevant subscription
- Issue type: Service and subscription limits (quotas)

Once the core quota has been increased and sufficient capacity is available, you can proceed with the test failover process. This will allow the virtual machine to be successfully created in the target region.
