Switch over SQL Server instance on DC VM machine to DRC environment

Hello Expert,

is it probably moving current System/Data (include SQL Database instance) on Data Center into Machine on DRC environment Without Replication or High availability system installed before ..?

the case scenario is machine on Data Center will be shutdown than substituted & power on machine on DRC environment as replacement machine..
