Windows 7: How to Fix the "Server IP Address Could Not Be Found" Google Chrome Error and "This Site Can't Be Reached"

I am about to go crazy with this issue...yes I am still using windows 7...I don't wanna let go (lol)! I cannot find a resolution to the issues of "Server IP Address could not be found" and "This site can't be reached". I get them both and its frustrating as hell because I cannot find a resolution.
PLEASE PLEASE someone provide me with a fix (that the lay-person can understand) so I can get to the sites I am clicking on, entering in the address bar, etc.

I've tried everything I can figure and googled for info and tried what I could understand there too...but I am not getting a fix. I don't know if this is a windows 7 issue (and time for me to cut the cord - which I don't wanna do)...or if there is an actual fix for me out there I'm just not finding it.

I have an HP Pavilion dv4-2145dx and I do my best to keep all my securities etc updated and so forth. I do have Norton 360 installed and running as well...don't know if that is any issue.

I can't do any shopping and I use chrome extensions and they are a big issue with the two instances noted above. More and more I can't use the shopping extensions because they error out.
Please help...FAST...I need to Christmas Shop...

    The one example you did provide -- kohls.sjv.io -- is not a valid webpage, although it is a reachable address.

    Thats part of the problem. When I click through an email or the google extension that is what comes up. Here is the most recent attempt. I googled the site and this time it loaded; however when I clicked on the mypoints.com extension from google it comes up with this screen...sometimes it works but most times it is not here lately,,,

    The link shown in your screenshot is using a service that enables the business providing the link (generally in an email, but apparently also in some Google shopping extensions) to track by whom and when the link is used (or the email is opened).

    In your example, the provider of that link is using Impact Radius (sjv.io) (see https://www.forbes.com/sites/amitchowdhry/2018/02/05/how-impact-radius-built-a-platform-that-bridges-the-gap-between-cmos-and-roi/?sh=36fc1ed606f6).

    The way that's supposed to work is that your browser goes to the service's (Impact Radius') server, which detects and logs your IP address and the time of your request and then redirects your browser to the client's (in your example, Kohl's) website. You can see a portion of the actual destination URL in your screenshot:

    Unfortunately, there's more to the target URL so I can't test it. However, if you click in the address bar just before the https and delete everything to the left of that, you should then go to the desired part of the Kohl's website when you press enter -- unless, of course, those "subId1" codes inserted by your browser extension are invalid (which they well may be).

    If this is just a recent occurrence, wait a while and it should be fixed. If it's been going on for a while -- or you don't want to be tracked -- just go to the main website -- https://www.kohls.com/ -- and find what you're looking for.

    That is the problem, I am using an extension that is SUPPOSED to take me to the indicated site. The extension is provided so I can earn points, dollars, etc. So it is supposed to direct, etc. The problem is they are NOT working and NOT taking me to the sites I am requesting.

    I bought a new router thinking that would help with the issue...but lo and behold NOPE!!! Its still happening so IDK WTH to do to be able to use these extensions to earn the rewards that are supposed to come from clicking through them. Google does not respond to requests for help or to fix the issues...its frustrating and getting costly because i'm replacing things thinking that will help but it does NOT!
