My Msconfig is launching as Notepad in my Windows 7 PC

Hello everyone, i dont really know if these forums are still working or people still care about Windows 7 but i have a problem in my pc when i try to use Msconfig it comes as a Notepad with a lot of weird numbers and letters, i tried many solutions but didnt work so im here asking if anyone knows how to fix it and sorry if my english is bad
