Managed Home Screen Wallpaper URL Not working- Intune

I'm working on setting up a configuration profile for Managed Home Screen in Intune for dedicated Android devices, but no matter what I try, setting the wallpaper URL doesnt seem to work. I've made sure that the URL ends in .jpg, and its publicly accessible. Does anyone know what the issue may be?
