You can try the following suggested steps:
- Check Network Connectivity: Ensure your network allows sending HTTPS and websocket requests to the following domains:

*.servicebus.usgovcloudapi.net

- Try to reset the user settings by doing the following steps:
- Login to the Azure portal.
- Start an Azure Cloud Shell session.
- Click the 'gear' icon (classic UI) or 'Settings' (new UI) and select "Reset user settings".
- Confirm the reset and select your preferred shell experience (PowerShell).
- Mount the same storage account and file share that were previously used, or you can create a new one.
You will see a window briefly and it will display some account details, but the session will try to start.
Note:
Please reach out to your network provider to make sure all the traffic is whitelisted to azureportal: "ux.console.azure.com
