Can not input activation cod in dev mode

I have recently made a dev account to use the dev mode on Xbox. I have registered and have paid the $19 I have the app download on the Xbox and have sent to the activate Xbox page but it would not load so I can not click the “+” sign to use my activation code from the Xbox
