Before I do that, I need to transfer the license.

You have SQL Server licenses only on paper, no where in the system, so nothing to transfer.

Before decommissioning your old server, make sure to review Microsoft’s licensing transfer policies—they can vary depending on how the license was acquired (OEM, Retail, Volume). You can not transfer a SQL Server 2019 license to a SQL Server 2022, the licenses are bound to version and edition. You must acquire a new SQL Server 2022 license and product key to activate the new server. If you have an active software assurance license for your SQL Server 2019, you may be able to upgrade the license otherwise you will need to purchase a new license and key.
