Connecting Windows 10 Home PC to Windows 2008 R2 Server

I have setup a Windows 2008 R2 server and it is in a Workgroup not a Domain. I am having an issue getting the Windows 10 Home pc to find the server, and the server to see it also. I can see the other PC's in the environment when on the Server "One is Windows 10 ent and the other is Windows 10 home". I have disabled the firewall on both the server and the PC and still not able to see the other. Can someone help on this please? I am trying to use the server as a file server only, not a AD or Domain. Thanks

    For the newer OS's enabling network discovery may help.

    Check these services are started on all members involved DNS Client, Function Discovery Resource Publication, SSDP Discovery UPnP Device Host and also check the firewalls allow Network Discovery for the network profile you're using (in my example below using domain).

    Hey @RobZ

    Please make sure that in the Private network profile section the following options checked:
    a.Turn on network discovery + Turn on automatic setup of network connected devices;
    b.Turn on file and printer sharing;
